A shocking 116 municipalities last year submitted unfunded budgets for the 2024/2025 adjustment cycle. This means they’ve planned to spend money they don’t actually have, which is not just irresponsible, it’s illegal. According to Section 18 of the Municipal Finance Management Act (MFMA), all municipal budgets must be backed by real, expected revenue. Submitting an unfunded budget is against the law and could trigger a constitutional intervention under section 139(5).

BONUS - RUSTENBURG - During an operation conducted by the Vala Umgodi team in the Bojanala district 91 suspects involved in illegal mining were arrested from 13 to 19 May.
According to Brig Sabata Mokgwabone, provincial police spokesperson, the suspects were arrested in Kroondal, Geelhout Park and in the Rustenburg policing and Tlhabane precincts as well as at Skeerpoort, Moonooi and Hartbeespoort in the Bojanala 1 district and in Tlhatlaganyane, Ledig and Mabele-A-Podi villages policed by Sun City and Mogwase Police Stations.
Harsh sentence for convicted serial rapist
BONUS - RUSTENBURG – The Rustenburg Regional Court recently sentenced 43-year-old Mziwoxolo Zozi to 85 years imprisonment on seven rape cases and for possession of an unlicensed firearm.
He was also declared unfit to possess a firearm in terms of section 103 of the Firearms Control Act, 2000 (Act No. 60 of 2000).
According to provincial police spokesperson, Colonel Adéle Myburgh, the sentencing emanated from incidents wherein Zozi raped women aged between 17 and 34 in Rustenburg, Phokeng, Mooinooi and Marikana between April 2018 and July 2022.
